North Korea's Supreme People's Assembly Enshrines Nuclear Program in Constitution

Parliamentary Elections Likely Delayed or Cancelled Amid Communication Blackout

The Supreme People's Assembly (SPA), the legislature of North Korea, has unanimously voted to enshrine its nuclear program in the country's constitution, according to the state news agency KCNA.

The move comes as parliamentary elections, originally scheduled for March or April 2024, are believed to have been delayed or canceled due to a lack of communication from North Korea.

The SPA is ostensibly the highest organ of state power and the only branch of the North Korean government with legislative authority. It meets once or twice a year to pass laws, approve the budget, and elect the country's leadership.

The Mansudae Assembly Hall in Pyongyang is the seat of the SPA. It is a large, modern building that can accommodate up to 1,000 delegates.

North Koreans are eligible to vote for SPA members once they reach the age of 17. However, the elections are widely seen as a formality, as all candidates are pre-approved by the ruling Workers' Party of Korea.
